This 'conspiracy theory' was on the front page of the London Times with a followup article a week or two later. It is also buried in the government report on 9/11. It somehow did not make it into American papers.

Maybe he makes better use of available information, such as the fact that 9/11 terrorists Nawaf Alhazmi and Khalid Almidhar were already on a State Department/INS watch list. Maybe nothing changes at all. Who knows? It's all academic. We are all living the consequences of Bush's incompetence, not Gore's. At least Gore likely wouldn't have left Bin Laden at Tora Bora and started another war with Iraq.

What could Clinton do about Al Qaeda with a hostile congress? He didn't have the luxury of a compliant congress that Bush did. Of course Bush, with all three branches of gov't backing him for 6 of his 8 years, didn't do shit either. But since his family was in business with the Bin Laden family, maybe he didn't want to. It only took Obama, who had no ties to Bin Laden, two years to take care of that problem.
