no, I dismissed any issue as to who "owns" the tarsands. We "own" oil fields outside the continental US. It is immaterial as to whether investors make a profit on legally purchased assets.
If they don't make a profit you'll quickly find out what it's like to have real, pervasive, long term shortages of refined petroleum in the US including natural gas which powers 2/3's of the nation's electric generating plants.

More oil on the market benefits us all with lower prices.

As for overall petroleum in Canada where does China fall on this list?

The Federal lands that produce oil in the USA only make up about 8%. The rest is private lands. THE biggest hold up on those locations (being drilled or scheduled for drilling ((Not producing)) are neighbors, municipalities, counties and state governments, and environmentalist taking the drilling and oil companies to court.

Not Joe Biden. Not BLM.

But none the less, there's over 9,000 drilling permits issued to drilling companies at the moment. Over 60% of them are not being used.

California is the largest consumer of gasoline in the US. It requires special blends to comply with its air quality standards, as well as "winter" and "summer" blends, which are not required in other states. As a result, it can't import out-of-state gasoline to meet fluctuating demand. That is one reason (along with taxes) why gasoline is so expensive in California.
