North Carolina has Open Primaries, it doesn't reflect on the GOP at all.

The people that voted for him may have all been Democrats.

You'd have to know a lot more about this particular district to make a guess as to why this man won.

Who were the opponents? Is this a district which is a safe "D"? Was his opponent a gun grabbing abortionist? Or maybe a pussy grabbing bed wetter? Did the people know who this man was in advance? Did he have a recognizable name that meant something to the people of this part of NC? Ohio has been elected Tafts for more than a century, and Pennsylvania has been electing Caseys even when they aren't competent. Maybe its the same here.
