Putin (thus Russia) wanted the European Union (EU) to be dependent upon Russian oil exports, as his plan was also to expand Russia's borders to its old Soviet era territories, of which have no desire to be under the boot of Russian troops again. Once Putin/Russia had fuel control over the EU, he could threaten them to stay out of his territorial grab with his troops.

I was glad when Victor Orban refused to cave into EU's demand that he accepts Muslims into his nation. He stood by his people's desires. Sadly, he is befriending and actual adversary to the west, China. That may very well come back to haunt him and the Hungarians in the future.
