Tongue in cheek, obviously but I watched and Interesting TV show on terrorism. Security expert claimed that counter-terrorism including intelligence gathering was highly developed by Germany and Italy to counter the Red Army Faction (Baeder Meinhoff Gang) and the Red Brigades. The highly intrusive, secret and effective intelligence gathering never actually stopped and is used to thwart current Muslim terrorism before it happens. It is so secret that neither Germany or Italy is willing to exchange intelligence data with other EU states that may compromise the sources and methods used.
