The Chinese government was negligent, and they certainly hid the spread in China from the rest of the world. There just isn't any evidence they caused the virus to spread on purpose.

It look like they spread it on purpose, even if they didn't create it in a lab. After all, they closed travel from Wuhan to other parts of Red China, but encouraged travel by Corona victims from Wuhan to other parts of the world.

The people travelling from China to other parts of the world, are people from other parts of the world returning home. When Trump "closed the border", he called all Americans in China to come home - 40,000 people. Those people brough the virus with them.

We didn't close the Canadian border until much later, but we tested and tracked everyone coming into the country from Europe and Asia. But we didn't test people coming in from the USA, and that's how the virus got loose in Canada.

When Canada closed the Canada/USA border, we told all Canadians to come home, and we had the same result. Within a week, 20% of all of our cases were people returning home from the USA, and the virus spread from there. Had we not closed our border with the USA, those people would have gotten sick and spread their germs around in the USA and not brought the virus back to Canada.
