They didn't lose the money, it went right into their pockets.

No money was lost. The money spent was tracked, it is not missing. It can account for the money spent. The tracking of outcomes was not a priority of the programs. They focused on helping the homeless vs measuring effectiveness. It is a solid criticism that the effectiveness should be measured. Two of the five programs were deemed “cost effective”.
