Unlike the Federal government, California cannot print money. I am sort-of-certain that someplace in the California Constitution is a requirement that the State have a balanced budget.

Moreover, borrowing money for operating (as compared to capital) expenses is the height of foolishness.

Leftism gets away with its stupidity because the politicians are not held to their constitutional and economic obligations. If the governor and legislators of California want to play Santa Claus to millions of illegals, that's their business, but they have to pay for it (to the extent that the Feds do not).
