This article has already been debunked. The "murder rate in Portland has not gone up 800%.

There were 26 murders in Portland for the period May 2019 to April 2020, and 80 for the period May 2020 to April 2021. While this is a 300% increase, it is not an 800% increase.

Further more, in late 2019, they changed the method for counting murders, to include automobile accidents where one of the drivers was charged with DUI, or reckless driving, or distracted driving, and there's no way of knowing what percentage of these 2021 "murders", included the recently added deaths.
