Do you usually define the exception as the rule with such vague references? It seems to me that you could explain in simple terms how healthcare is being denied. Because if you did, I'd be able to show you how it wasn't.

It is estimated that around 28,000 people have less freedom in my country Sweden, but I think the vulnerable are between 500 and 3000 people with mental illness the voice/voices.
