How does it do that?

AFAIK, it is government funded and is supposed to spread US propaganda outside the US. Nothing wrong with that intrinsically, we should be spreading our message around, but that is the polar opposite of free press. This is the government reporting on itself to the rest of the world.

And it is, essentally, a clone of RT but internatinal. And why is that a bad thing? Generally, the govnerment should not be funding internal reporting, the whitehouse press secratary covers that job already and the free press takes it from there. That seems to be a very effective method of reporting on the government here. Internatinally is an entirely different story, the US should be putting out its message and you are damn right it should be biased. The press in the other nations will take care of knocking them down a peg. Why would the govnerlnt fund a media agency that reports internatinally so that it can counter it's internatinal goals. It is an agency within the govnerment that reports on the US.

And you are asserting again with nothing more than your demand that they are an 'example' of free press. They are no such thing and never have been. Their charter makes it crystal clear they are a propaganda outlet for US policy:

Presidential Envoy for Special Missions Richard Grenell accused Voice of America’s Chief National Correspondent Steve Herman of acting in a “treasonous” way for posting a quote critical of the Trump administration while reporting on recent lawsuits being filed against the Trump administration following the shuttering of USAID over the weekend.

He quoted someone who said destroying USAID makes American less safe at home and abroad. He posted his article on twitter where Grenell saw it and replied.

“Aren’t you a taxpayer funded “reporter” for @voa?”

“Why are you working against President Trump’s reform plans for the U.S. budget? You weren’t elected. It isn’t too much to suggest this is treasonous. You don’t get to work against the official U.S. government policies while being paid by US taxpayers. You should be immediately fired,” added Grenell, who Trump also recently made the Kennedy Center’s interim executive director.

Naming is a power invested in the executive and managed through the Department of the Interior, you ignorant twit. Once so named, that name is used on all federal documents. In the United States it is officially the Gulf of America. Get used to it. Ignorant reporters who cannot figure that out or accept reality are hardly worthy of reporting anything about our government.

Most is owned by the extremely rich, and they promote Almost all political party propaganda.
Getting a HONEST look at both sides of any situation, Almost impossible.
