At question is the legality of taking him out when and where he did and the REAL reason for it.

No standing Federal law criminalizes the assassination of a foreign official outside the boundaries of the United States.

Only Executive Order 12333 prohibits the act of state-sponsored killing.

So there are no US laws which would make it illegal to authorize and perform a targeted killing outside the boundaries of the United States.
