Wrong, the president can't declassify documents in secret. He can't do it by "standing orders", and he certainly can't do it by just thinking about it.

The authority to. Just like the president has the authority to launch a nuclear strike. But the president can't launch a nuclear strike just by thinking about it, or by a standing policy he put in place. There is a specific procedure in place that has to be followed.

if hes in the middle of an important foreign affairs discussion and he needs to tell someone something thats classified that doesnt have a clearance, does he have to stop the meeting and go fill out paper work or what??

Like with his meeting with Lavarov (russian ambassador) where he told them classified information we got from Israeli intelligence, it falls under "public disclosure".
Such a public disclosure gives the intelligence agencies constructive notice to formally declassify the information (and the documents containing it), and so mark the information in the documents as declassified.

I have to object to that last sentence. Every ex-president gets a state funeral. Even Nixon. Which can take place outside of Washington DC as per the ex-presidents (or family's) request.
