She was a government worker that was brought in to the State department in 1999....by then Secretary of State Madeline Albright, and continued working for the State department under the 8 years of President Bush, and 8 years of Obama, and 2 months under Trump.

Her coziness with the Chinese occurred during a 5 year period..... I am presuming the last 5 years of her career which would have been primarily when Secretary Kerry was there, but the original source did not state precisely when....just that she did this over a 5 year period.
