Before you libs whine about forcing old and disabled people to work, this is for able-bodied people who either don't have any dependents or whose children are in school all day. If the people receiving aid really want to improve their situation and pull themselves up, they would keep at it and accept any work requirement just to stay busy. Only those who are seeking permanent dependent status would reject the work requirement.
Self-sufficiency through work is a principle that should undergird the welfare system. Welfare programs should encourage able-bodied individuals toward self-sufficiency. If welfare assistance is needed it is there, but work is better and welfare policy should encourage it first.
