Regardless of how well individual employees of a government agency perform, if the mission of the agency is a failure, their performance is meaningless.

From my experience in Govt.

I can do that in 1-man hour, and it will work.

Govt. Fuck that, while I don't really understand the problem for a solution, we've got this in 100 man hours, and then we'll hire a contractor to fix it.

I can do that with free software so effectively.
