Dr. Chen, according to UPMC website , is a family practice physician at one of the their clinics in the tremendous city of Duquesne PA.

I wonder if Uncle Festerman is even being treated by this guy. Why would a wealthy guy like this be seeing a glorified GP in the ghetto, instead of a specialist in private practice - especially due to the seriousness of his medical problems.
