Why would someone need a person from the government to come and take care of them when it rains a bit harder than normal?

People are weak and defenseless against 155mph winds. You really are stupid.
People, unlike inanimate objects and less situationally aware animals, know the wind and rain is coming and have the ability to move out of it's way.
Stupidity lies not in the severe weather, but in choosing not to avoid the weather when you have the opportunity to do so and hoping for your government to protect you from it.
Stupidity is your criticizing hurricane survivors. Some people were unable to move out of it's way. Also the storm unexpectedly grew stronger over the last 24 hours moving from a strong cat-3 to a marginal cat-1 storm.
You know nothing about living in Florida. People down here know
how to take care of themselves with an approaching storm.
They are experts having lived thru many such storms. Many have always
ridden out a storm. Possibly because they get tired of people crying wolf
every time one approaches.
Evacuating ain't a big deal to most folks...as far as getting away from the
coastline. (storm surge). The problem is and it continues to be a problem
is once you've evacuated you are at the government's whims, when you
will be allowed to return.
The Power Companies all take advantage of FEMA. They know once the
area has been declared a National Emergency, FEMA will foot the bill
for those 20,000 extra power workers brought in to the area. That's why
Power Companies never do year-round preventive maintenance on their
grids/equipment. Why waste their profits when FEMA will pay it after a
crisis.
People are experts in storms. They know the one's to fear and the one's to
just hunker down. They live on the coast line, they'll get the hell out of there.
If they live where I live, they just board up their windows and tape them to
protect from flying objects...but that's it. The coolers are filled with Ice, plenty
of war. Bread and Peanut Butter and Jelly. Lanterns, flashlights and batteries. Couple of radios. The Power Companies respond first to the
places that haven't evacuated, because that is where the most complaints
will come from.
You evacuate your home in an emergency and even if your home is untouched and undamaged, the government may not let you go back
for a month. That's why people don't go.
