Palestinian doesn't have to necessarily represent a country with borders, but rather it could actually represent a tribe of people or race of people that identify as being Palestinian through a grouping of shared attributes and character under such an identity.

The land they decide to live upon doesn't necessarily need borders in order to recognize them as a Palestinian people.

It's up to them to create a state for themselves by settling land in a way that is recognized by other nations as being a legitimate place that would have borders and a flag that represents them as a people and a nation.

Why has this not happened yet for them ?
Are they attempting to take land already occupied by another ?
