It is sold based on the international market because it is worth more as the international market price rises. If domestic product rose 25% in the next few months, (which it won't) it would be absorbed in the market. Opec still the deciding factor.

The tax burden usually ends up falling on the middle class and their businesses, which invariably have to raise their prices to make up for the increased taxes.
