It may be that the gasoline engine vehicles that exist will have a new used market with many of the safety features and catalytic converters nullified in a brave new world. Shops will proliferate renewing these vehicles that are not produced anymore. So called fossil fuels will unofficially illegal however the totalitarian government will know that this keeps the people from really destroying a growing impoverished nation. We will have a sci fi dystopian nation with the rich, the elite, the privileged driving the high-tech electric vehicles. Knowing that many of them would not be qualified to clean toilets in a real righteous world.
