It varies by station just like the Army. In some places, they are Master-at-Arms or they have a base police force, and in some cases both. gate guards used to be Marines in my day at some bases and Navy shore-based sailors on assignment. In 1979, I walked SAF (Security Augmentation Force) watch as a roving patrol on base as Petty Officer Third Class. I stood Shore Patrol one time as a LTjg in charge of the ship's SPs in Sicily. Later, I was considered too high in rank to do such duties and remained on the ship.

I have more relationships with the Army for the past 20 years as I have lived right off of two Army posts and worked on one of them. They vary with having Police Departments manned by civilians and complemented by a Military Police (MP) unit. For example, if you walk into the pass office to get a pass for your car at Fort Hood, you see a civilian police officer standing alongside an MP.
