"may have" seems to feed what we want to be true. if they did, take 'em out. but news designed to get you emotional, isn't news and seldom is it the factual evidence said person is looking for.
"may have" is up there with CNN's anonymous sources.
AGAIN, it has already been proven that Strzok DID modify reports and documents. As posted, it is historical FACT that Strzok removed specific language straight out of the definition of the crime Hillary committed from the FBI's final report in order to protect Hillary from Indictment.
There is / was no 'may have' about it. HE DID IT.

When writing the report, after all of their investigation and interviews but right before the Fat Lady sung, (their interview with Hillary), they already knew through their investigation that she and staff would not be charged, that they did not have enough to charge her with a crime, especially the gross negligence crime, even though she was extremely careless....
and when the summary of the investigation was being written and being reviewed before the final draft was set, they did change a term from grossly negligent to extremely careless, for that specific reason, someone might take the term grossly negligent being used in the general sense and try to make it out to be Gross Negligence in the letter of the law sense....which if you read the whole draft, there was not an intent for Comey or the other investigators to imply she was guilty of gross negligence in the espionage act, because she was not.
Gross negligence: under the espionage act, required her staff to steal top secret information from its properly stored place in the SCIF area of the Intelligence agency that was storing the top Secret info on top secret level servers with no internet access, and somehow copy it, and remove it to disburse to an enemy.... or to be so careless even though you thought the enemy could get to this top secret document or info.
That did NOT happen....nothing was Marked Top Secret, that she received from her staff or from Syd Blumenthal, and most importantly, the 4 email chains that were later deemed top secret that they sent to her, her staff DID NOT GET from taking this information from its proper storing place, as the gross negligence espionage act law, requires.
simple as that....they did not commit the Gross Negligence law....
and that term should have been changed....
they did the right thing.
