That’s how Hitler got his start: by demonizing and delegitimize the Jews. Eventually, people saw nothing wrong with store signs that said “No dogs or Jews allowed” or forcing them to walk in the curb among the garbage. Then, after a decade, it seemed normal to round them up and kill them.
