It doesn't matter what they want. Typically, they lose the rights to their music once signing a contract, and anyone can purchase the license to play whatever songs they want. The reason songs are available on streaming services like Spotify and Pandora.

Copyright law is complicated. What Trump did is illegal unless he bought the rights to use the song.
