Contributing to the shortage, the FAA temporarily put the brakes on hiring in 2012 so it could replace race-blind hiring rules with a “Biographical Assessment” stratagem designed to hire more minorities.
The title is wrong (as is Elon's faux outrage) and the "article", which is an opinion piece, contains false claims:

As for the BA, the questions have nothing to do with race. It's basically a personality test, similar to the ones that 1990s corporate America thought were so cool and so good at identifying quality employees through pop-psychology.
If you want to criticize anything, criticize that. But there's no evidence they turned away thousands of elite white grads of Embry-Riddle in favor of some C- student at Grambling.
