She would not have broken law if she did it on her own phone. I listed the reasons she breoke the law, not the law. The law was all ready listed some where in the OP. I doubt she intended to brake the law just was not thinking because she was angry. If I were judge slap a fine and be done.

You dumb **** you can not use government shit for personel use! I use the counties Total station to locate my own property lines. I pay a fine and go to jail. She will not go to jail buit pay a fine do to entent. In my scenario there is ecomomic gain and will be treated as such.
What she did was the equivilant of jay walking. There is no reason to get excited about it. We are so addicted to those phones any one of us could just pick up the wrong phone and text. Pay the fine and move on.
