People in the Jeb Bush campaign didn't pay to have lies concocted about Trump...they paid to have embarrassing truths exposed. (Oh, and just to set the record straight...they didn't find any!) That's a common thing with campaigns. What Hillary Clinton and the DNC did however went WAY beyond opposition research! They did something that I've NEVER seen in a US election! They paid a foreign agent to fabricate phony "dossiers"...planned to have them released to compliant media right before a Presidential election to smear an unsuspecting Trump. THAT my friend is election interference on steroids! They LIED to the American people about who Trump was because they didn't think the voters would vote for Hillary Clinton after seeing her lies about running the State Department through private servers hidden at her home!

Trump’s 2019 Ukraine pressure campaign exceeded ethical and normative boundaries far more than the Clinton campaign’s Steele dossier funding.
Steele Dossier (2016)
• Private opposition research: Clinton campaign and DNC paid U.S. firm Fusion GPS (via Perkins Coie) for research on Trump; Fusion subcontracted ex-British spy Christopher Steele for Russia-related memos.
• No government power used; no foreign government solicited.
• Consequence: FEC fines for misreporting payments as “legal services” ($8,000 to Clinton campaign, $105,000 to DNC). A campaign finance disclosure violation—not impeachable.
This was aggressive (and flawed) but routine campaign oppo research.
Trump Ukraine (2019)
• Abuse of presidential power: Trump withheld ~$400 million in congressionally approved military aid to Ukraine (a U.S. ally facing Russia) and delayed a White House meeting, pressing President Zelensky to publicly announce investigations into Joe Biden and 2016 election theories (“I would like you to do us a favor, though”).
• Used official U.S. foreign policy leverage for personal reelection benefit.
• Consequence: House impeachment for abuse of power and obstruction of Congress.
Why Trump’s Actions Crossed Farther
The dossier was flawed private spending with disclosure issues. Trump’s effort weaponized the presidency—subordinating national security aid and diplomacy to solicit foreign help against a rival. One involved bad campaign practices; the other abused constitutional office in a way impeachment exists to check.
Both damaged norms, but Trump’s crossed into direct executive misconduct.
