I did not get the connection between Hollie's statement and your reply.
It seems you're having difficulty reading.
You whined: "So, nothing happens unless Israel agrees."
You then whine further: " It is further agreed that each side will have an equal number of members in the Joint Committee. The Joint Committee will reach decisions by agreement."
So, it seems that agreements will be a function of two-party agreements.
What other pointless whining would you like to engage in?

The though process and manner of reasoning of the Zionist (undefined) cannot be judged by an observer having less exposure to decision making, problem solving and creative thinking.
If we evaluate the Jewish People of the State of Israel
(or whatever group you would define as Zionists), on any set of developmental scales
(scientific development, economic development, human ecological development, commercial, industrial and engineering development) in a comparative analysis with the Arab Palestinian, you would probably discover that the Israeli people (in general) have a history of significant greater success during the period of observation since 1948. Why, because the Israeli chose a different path to success. In fact, it is questionable if the Arab Palestinians even made a conscious decision towards cultural and nationalist advancement. In contrast, during the same period (1949 - 1967), before the Israeli was provoked into that conflict, in a time before the security barrier and internal security controls in the West Bank and Gaza Strip, --- Israel had made significant progress in all these developmental area
(by several factors of 10) well greater than that of the Arab Palestinian. Why?
(Rhetorical) Because the Arab Palestinians were focused on conflict and the Israels were focus on the benefit and welfare of their people.
During that period (1949 - 1967) the Arab Palestinians were under the protection of their neighboring Arab States; and in that time the Arab Palestinian was able to exercise any rights the Arab Protectors would permit. There was no interference in anyway by Israel. Yet! The observer will notice that there was no significant advancement in the development of the West Bank and Gaza Strip.
These significant difference between the two cultures had nothing whatsoever to do with Israel oppression. But it had a causal connection with the inabilities of the Arab Palestinians to develop had everything to do with observation that "Thinking is not the Zionist's long suit." Yes, the inability of the Israeli to acquire the knowledge, skills and abilities, had the outcome --- that the would suffer as the most highly developed country in the entire Middle East Region. In deed, higher than any of the 22 Arab States; without regard to their oil right status.
NOW IMAGINE, if the Israeli have a long suit for thinking...
