It's not just unrealistic, it's literally unachievable. The numbers are not there on either side. Neither the volume to increase exports or the market for the fuels when they arrives actually exists.
So why would they agree to this ridiculous number? Obviously to shut trump up and hope the next administration is a bit smarter.
