Albania appears to be poorer though:

I'm surprised it's that high, to be honest. In the early 1990s in a lot of places in Eastern Europe and former Soviet Union the average salary was between $100-200 in a lot of places.

Those salaries are also way lower in the countryside and always were. And most other cities than a few. Moscow salaries are very good for Russian standards.
