My guess would be that the salacious story they keep telling of Maxwell, recruiting young girls at the mall by buying them things was a relatively rare event, and that most of the girls where runaways or walkways, who were over eighteen.

Women fall into prostitution from a background of abusive families drug use or both. Not as interesting a story as good girls gone bad. So they tell the good girl story.

Not claiming that no such girls were taken in, but that if there were dozens or hundreds of them, of course, we would be hearing from the parents.
