Hey all, a kind of out of left field question I'm hoping someone knows the answer to. Even though I'm a Canadian I'm fascinated by the U.S. Constitution and the different branches of Government and how they all work. With the new TV show Designated Survivor being on I was reminded of a scene from The West Wing where President Bartlett was talking with his Designated Survivor before he left to deliver the State of the Union.
He says "Have the Governors send Emergency Delegates to Washington." and I'm wondering if anyone knows what he means by that. I've searched Google to no avail. Does he mean delegates to a constitutional convention or is there some other role of delegates that Google hasn't deigned to inform me of? Or is this just a case of Hollywood creating something out of thin air?
