FL is at sea level, so any heavy storm is going to cause flooding issues. The soil in FL is sandy and drains rather quickly. Other states further north don't have that advantage, so when torrential downpours happen, like with the hurricane moving inland, their low areas become a nightmare. They not only get the rain, but also the runoff from areas with higher elevation.Many houses got flooded in FL. That one did serious flood damage.
Most low-lying coastal areas got it.
When Ivan hit the Pensacola area as a Cat 5, the majority of the damage was caused by the wind. The area looked like it had been bombed. Just catastrophic damage throughout the FL Panhandle. That's the area I'm from and was still living there when it hit.
