Kids should learn to respect other people's property
Not everything is their right to enjoy. There is plenty of common area and other areas to enjoy.
You can say this in a nice way

Again, it's the parents that are not doing their jobs.

There are going to be bratty children and bad parents. Deal with it like an adult. Obviously, someone doesn't like children. Lol.
