Democrats outside of the south were more likely to support the civil rights act than republicans. It's Republicans today who don't want any discussions about race, keep the status quo, couldn't give two shits about the voting rights act whose very ideals were supported by those kids that were murdered by the very conservative KKK.
Here is the vote split for the '64 civil rights act. What you can gather from this is that the South, not Republicans or Democrats who didn't vote for it. However outside of the South a larger percentage of Democrats voted in favor of it for what it's worth.
