Well..as it states in the article--a large portion appears to be an arithmetic error..an 8 Million dollar contract reported to be 8 Billion.
I doubt stolen...misrepresented appears to be the answer..in that rush to justify DOGE's questionable actions they are reporting savings that don't exist.
