Stopping communicable diseases in other countries BEFORE they arrive on your shores, is saving American lives at home, not to mention the costs of dealing with these outbreaks when they happen.

In the real world, it's called "enlightened self interest", or "Doing well, while doing good". It's no different than dealing with terrorists in their home countries rather than after they blow up your buildings.

It is an excellent idea. It's not like we have money to spare. Pay off the debt, get spending under control. Replace our crumbling infrastructure first.
