So should we or shouldn't we starve poor children? Is there a way to say that in more "polite" terms?
Perhaps his point is one of a program that has failed to rid our land of starving children despite the promises made when it was enacted.

Quit feeding stray animals because they "breed". You are facilitating the problem if you give an animal or a person an ample food supply, they will reproduce, especially when they don't think too much further than that.
So his solution to parents not attending parent-teacher conferences or PTA meetings is to STARVE THEIR CHILDREN?
And he says he stands by those comments.
