Does it matter if a president uses the government to spy on other candidates?

Does it matter if a presidential candidate works with a foreign power against their opponent?

I'm not talking about whether there is evidence. Nor do I care about which party is involved. But if these things happened, regardless of which party, does it matter?

What consequences should there be if any?

I think the President spying on other candidates is absolutely a big deal.
Using outside influence is another absolutely.
But I would want actual evidence.

Both are big deals what is also a big deal is partisan media pushing these stories and trying to make them a fact with no evidence to support the claim.
