I think this is a case of eliminating the process of what is excused or unexcused. If students are allowed to make up work regardless, it amounts to a whole nothing burger. When I was teaching, most teachers allowed work to be made up because our data only showed them absent and would not be updated until the attendance clerk made the changes which could take days for a student to bring a note, A good student would have the work made up by then and you would be left holding the work to see if the absence was excused. Most teachers just gave credit regardless.
