No one said the FBI should investigate it. The Inspector General and the courts were not involved in the impropriety; those are two options for where the investigation could have gone.
I have kept in mind that of course the FBI would object to having a critique of their behavior released to the public. But there is the other possibility--that they were telling the truth that the Nunes memo distorts the truth by its omissions.
