The Elohim /Anunnaki decided to vacate this planet for unknown reasons -- possibly the difficulty of living in our atmosphere which had forced them to build" Bubbles " which has been mistranslated as Gardens -- as in Eden , for example .

The likelihood is that they then installed what we call the Greys to run the Moon as an Observatory /Laboratory and possibly a mining outpost .

It is asserted that the US Government was in contact with the Elohim officially in 1954 , from memory, which led to the Technology -Abductee agreement .
We were given new technology in exchange for people, which fits in neatly with the few million that go missing every year which you hear very little about . Unsurprisingly .

First off, dinos didn't go extinct, birds ARE dinos and were alive at the time of Triceratops and other dinos and one of those dinos gave rise to the dinos we call birds. Mammoths are mammals and gave rise to elephants. Same thing.
