I would certainly like to know who this clown was that made it to Chief of police, what his race was, and where he worked. Police don't randomly pull people over unless it's a DUI checkpoint or you are a truck driver, which we got pulled over randomly all the time.

When they pulled me over, I had to give them my license and medical card. They checked the inside of my trailer, my paperwork, under the hood of my truck a couple of times, and made me assist in a complete safety check with them.

Can you tell me why you equate education with money? What you need to educate a child is a building, books, and a teacher. Kids in lower income areas are less educated because their parents don't give a crap about riding their ass to do homework or get their grades back up, and all the money in the world won't change that. It has nothing to do with how fancy a building is or how many degrees a teacher has. That's besides the fact that the US spends more per capita on children's education than any other industrialized country in the world.

And to be totally honest, you don't even need a school building anymore. Home school kids do just as well if not better than publicly educated kids. A close friend of mine had his wife home school all three of their children, and two of them are in college today. My neighbor home schools their children as well, and it's seldom you see her older daughter outside without a book in her hand.
