Do CFP Rankings Determine Brackets or Vice Versa?

It appears to me that once the 12 teams are selected for the CFP, the specific ratings/bracket assignments are adjusted to maximize TV revenue rather than to follow a strict seeding formula. For example, Alabama will not play Georgia until the championship game, nor will Texas A&M play Texas Tech. Am I right?

That has nothing to do with it. The seeds were already set and then assigned based on the final rankings. Example: Ohio States was number 1. Now where are they? Indiana moved to the number 1 seed.
