There's always loopholes. And if this "law" hasn't been updated, Desantis can have it updated to include new structures for fee's, state services rendered, taxes, and other categories where Disney can be charged indefinitely for any amount the state wishes to charge them.

Now Orange county is going to have to pay Disney's $160M per year bill for those bonds, fire services, and sewage costs with zero additional Disney money. Little trump is in a No Win situation. If he does legally dissolve the special status of Disney, he will be increasing the RE tax rate of several counties in Florida by as much as 25%. If the special status stays in effect, he will need to come up with 1 Billion dollars to null the deal. He miscalculated....sort of like the MAGA favorite Pootin, miscalculated.

The "pledge" is incorporated within the law and thus like in a legal contract, which is what we are really talking about here, that pledge must be upheld if the proposed law is passed dissolving the district.

Your title is a bit off. It is not Disney that says Reedy Creek cannot be done away with till the bonds are paid, it is the State of Florida that said that in the agreement with Reed Creek.

That's part of it. The other shoe the conservatives shot themselves in the foot with is that Reedy Creek has a special tax status. While people assumed this meant Disney paid less taxes, it really meant they paid about triple the local taxes into the special district. Dissolving the district will mean that Disney will now have to pay one-third of its current property taxes as once it is consolidated into the county, that whole county is capped at the state max local tax.

What it really means is that it kept all of the goodies to themselves while taking resources from outside interests like customers. There be no ghettos at the Disney Complex. All of those outside areas building infrastructure to approach Disney are on the hook.
