To me, the guy is lucky that he didn't get worse. What did he think was going to happen when taking a swing at a law enforcement officer and then make the situation worse by trying to use his feet as well?

Those have been replaced by the expandable baton (ASP). The old billy clubs were cumbersome and flopped around a lot.
