They were going to attack eventually they just needed to build up their military as they were years behind.

When I was living in Germany over 50 years ago, I worked as a stone mason with a former SS officer who served on the Eastern Front.

After work, we would go somewhere to drink.
Because I was/ am also a combat Veteran of an unpopular war who had war related nightmares etc, he was comfortable sharing his war experiences. Among them was his observation that Communist forces were in offensive positions and fell more easily than if they were in defensive positions.

It is less that they were "years behind", as they were actually partners with Germany for developing tanks and aircraft for years. But the Soviets had recently gone through another round of purges, and were still trying to rebuild their nation after yet another period of instability.

At the start of WWII, Germany and the Soviets were actually pretty much on par with each other when it comes to the quality of their equipment.

Look up the Kama Tank School and Lipetsk Fighter-Pilot School. Both schools were run by the Soviets and Germany in the Soviet Union.

And look at the equipment that both sides had at the start of the war. The actual "Panzer Series" of tanks (I, II, III and IV) were really no different than the interwar tanks of the Soviet Union. Both sides only diverged after the war started.

The same with their aircraft. There is almost no difference between the two in their interwar aircraft. The Messerschmitt Bf 109 was not really any different than the LaGG-3 or Polikarpov I-16.

It is a simple fact, both had worked together for years on joint programs, and both were pretty equal at the start of the war. It was only once war broke out that they really started to diverge.

It always amazes me that when people think of WWII German tanks, they always think of the Tiger and Panther tanks (1942-1943). Not even realizing those are mid-late war tanks, built in response to the T-34 (1940).

The main tank of Germany prior to that was the Panzer series. Specifically the Panzer III and IV (the I and II were light tanks and already considered obsolete at the start of the war other than for recon). It was only with the introduction of the T-34 that the Germans largely dumped those and went to the Tiger series (then Panther). And by 1943, the actual "Panzer" tanks were largely regulated to things like convoy defense and rear echelon duties.

Please though, feel free to look up what equipment both sides were actually using between 1939 and 1941. And you will find that they are actually almost the same when it comes to tanks and aircraft. Other than the Soviets actually did invest in heavy bombers and artillery more than the Germans did. As well as rocket artillery.

The Soviets really bought into those in a big way. Building tens of thousands of multiple launch Katyusha rocket systems, while the Germans remained with the single tube then later six tube Nebelwerfer. Only in 2943 finally "waking up and smelling the coffee" and introducing the 10 tube Panzerwerfer.
