Apparently the author of the article is unaware of the giant network of natural gas pipelines in the US, much of which is supplied by ship or as a byproduct of refineries.

For example, in North Korea their dictator makes sure that the people that live in the city he lives in has a higher standard of living than those in the surrounding country side. This pads his support to some degree as those who are privileged to live in the city their leader lives in realize they have it pretty good compared to everyone else, so they seek to maintain their privilege and dare not risk losing it.
