1. When it applies to their actions, they are too big to fail and too important not to be above the law because after all, the ends justify the means.
2. But when it applies to YOUR actions, the law is just not enough. Add to that they need to skirt the law, bend the law, break the law, any and all ways possible so to nail your ass.
